How to form an queue and how can I give more priority to my premium users

I am using FFMPEG-PHP latest script for downloading videos from youtube and converting to MP3 format.
Now I need help on increasing priority of an premium user while downloading videos. Generally process of action will be as follows
Users will send a youtube link using form. There is converter.class.php file which will download the video from youtube and convert it into required format. Upto here everything is working fine. Later I created a registration form, and I am storing all registered users in my database. I created a new database for this.

Now I want to write one condition like if user exist in my database I want to convert their files first based on datetime. if not user request will wait in queue till all the remaining downloads complete.

I need a php code for this. In my converter.class I am not connecting to any database.
Any help will be precious for me..It is very urget for me

    Thanks in advance
