I am new to web programming, original come for c/c++ environment.
I want to develop an interface for my mysql database, something that will simplify data manipulation.
i am searching for a proper tool for this purpose and i got a little bit lost with all the existing tools such as ruby on rail, drupal lithium etc..

Depends on the language of course, but MySQL is typically associated most with PHP. There is an application called PHPMyAdmin if you are looking for an interactive tool, written fully in PHP. All the functionality is direct PHP, so you can write one that does exactly the same if you want.

I wouldn't recommend any of the frameworks for this. I'd use a separate tool designed for this task, or write one myself to do what I need.
