    NPM web app: err_connection_refused ?

This evening I have been following my second CRUD app tutorial. I have reset my VPS, and followed steps from the guides. Both guides assume you are installing it locally. So early in the tutorial, both guides state: navigate to localhost:3000 (ok, first guide stated another port but still) and you should see a string that says “Hello World”.

But when I navigate to [my VPS' IPv4address]:3000 I see:
    in Chrome; ERR_CONNECTION_REFUSED
in Firefox: Firefox can’t establish a connection to the server at 51.75.67.200:3000

I use a VPN that has Debian 9 installed. I connect to it via SSH, using the program called Putty. Do I need to configure additional settings or set folder permissions before I can connect to my NPM server/app?

I do not see an edit button for my OP. Before that step (check if it works by visiting localhost:3000), I could just follow every step (create folders, create files, install node.js, create package.json, etc)

Problem is resolved. Please remove this thread as I accidentally stated my IPv4 address and do not see a method to remove or edit the post.
