Submitting is mostly a placebo, always was. 90%+ of the time it does but two things -- and Jack left town.

Really you want it indexed get a organic 'followed' link from a site that is frequently indexed, and you're golden. Hell even some sites that are "noindex" and "nofollow" will STILL end up indexing and following if it's an off-site link with meaningful text.

FAILING THAT -- have you implemented any "black hat" tricks that could have gotten you blacklisted? On-page SEO is usually pretty simple -- semantic markup, avoid "client side rendering" (a sleazy trick to use JavaScript to load the page content) or if you do CSR have a scripting off fallback in place, and significant well written unique content of value. There's a reason some frameworks like vue and react can utterly screw you on SEO if you don't do it EXACTLY right, and even then it can go bits-up face-down on you! One would almost think they INHERENTLY flip the bird at usability and accessibility.

... and when I say CONTENT I mean TEXT. On the web text is a first class citizen, everything else may as well have leprocy.

If you were willing to share the site's URL, we could probably give you a better idea if anything on-site might be getting you blocked, or causing various search engine parsers and spiders to pack up their bags and go home.

deathshadow is spot on as usual, submitting most times isn't necessary as long as you have organic links from a site that is already indexed.

I have indeed known people using black hat techniques that have never been able to get their site indexed as how deathshadow pointed out their website was blacklisted, which is why it's very important to not look for quick and artificial methods of ranking up, as most time it's a long and involves work over time in many areas for your site to be placed well in the search rankings..obviously the difficulty also linked with how difficult the keyword is or who you are targeting.
