    Webcam to Webcam

I'm seeking to build a website that is similar to chatroulette in the sense that users can randomly video chat. However, I am also looking to have features where users can be matched with other users that have similar interests using PHP and databases. I'm a solid client-side coder and decent server-side coder, but I have no idea what platform to use to develop this.

Can anyone point me in the right direction? I don't want to succumb to buying a clone. I'd really like to do this on my own, but I have no idea where to start. I downloaded trials of flash and flash builder, but am not sure if I even need these platforms. Any advice in the right direction would be greatly appreciated.

To use webcam on web you must use Flash (web and AIR desktop) or Silverlight (web) AFAIK. HTML5 is not yet supporting webcams except of some hacks on Opera I think.
