What are the steps I need to take? I know how to do HTML...I think I need to learn PHP....

Where can I get a good server?

Well there are plenty of free hosts that offer PHP. Ideally you will want one that also provides at least one MySQL database since it will be much easier in the long run to be able to store ratings in a database. The only problem with the free hosts is that a lot of the time they pay for the hosting with adverts on your site - if this doesn't bother you then you needn't worry but I always find it's worth paying for hosting, especially since PHP is open source and compared to ASP hosting is usually very cheap.

There are lots of webhost directories that you can search, such as Hostlead (http://www.hostlead.com/) or FindMyHosting (http://www.findmyhosting.com/) which will help you locate the right hosting package.

You will need to learn PHP though, and while the project you have in mind isn't particularly complex you might struggle unless you pick up the basics first. Once you have some hosting set up I suggest working your way through some of the online tutorials or maybe finding a book that you feel you can understand. Alternatively there are many ready-made scripts that will do exactly what you want, you may find it easier to just use one of those. Have a look at a scripts directory such as Hotscripts (http://www.hotscripts.com/PHP/Scripts_and_Programs/Image_Galleries/index.html) and see if they have something that matches your requirements.
