I'm involved in a website. Most of it was used div+css, but only one effect that I can not do it by div+css just auto adapt height.

what means, if I maximize the window, the menu will be on the top and have a space between menu and pictures.

If I reduce the window or smaller the window, the space will disappear and menu still on the top, the structure is complete anway.

I did it by table. so I wanna know whether can do it by div+css. Thank you very much.

If I understand you correctly, you can just add a margin-top to your table....

margin-top: 100px; seems to work fine.

I would like to point out why tables for layouts are bad (http://www.hotdesign.com/seybold/). So really you didn't use a div based layout.
