This is kindof a question...

I was trying to edit my css and whenever I would test it, nothing would change. So I moved my code that I was trying to edit the css of to the top of the page, got an error because of sessions and stuff that doesnt apply here, then moved it back to the exact same spot as before and everything is change and working how it should have been...

Can anyone explain why this happened? I was literally trying to figure out what was going on for almost a half hour and it seems to have been nothing.

You likely had a cached version. Refreshing a few times or doing a hard refresh (CTRL+F5) would have probably shown your changes.

Okay then explain your problem further and post a link to your site. Tell us what you think should be changed and where you changed it. We can only guess if you don't give us a link to your site.

I used the w3schools html edit thing to see if what I was trying would work and it does so thats not the issue.

->At the bottom of the screen, click 'Get Score'

The table im trying to edit is at the top with 4 columns and 2 rows, the border should be white but its dark-grey.

And it is white. The actual border of the table is white but you have this in your CSS which causes the borders not to be white.

#rec_scores td {
border:2px solid #3C3C3C;
Change that color to white and there you go. Also its good practice to specify widths and border styles.

It's important to use a document type (http://www.w3.org/QA/2002/04/valid-dtd-list.html) to prevent parsing in Quirks Mode (http://en.wikipedia.org/wiki/Quirks_Mode) unless you design for Quirks Mode.
