I am looking for a command in CSS, which could rotate text or links IN ALL Browsers.

I found these:

-webkit-transform: rotate(-90deg);
-moz-transform: rotate(-90deg);

filter: progid:DXImageTransform.Microsoft.BasicImage(rotation=3);

How I can use them and it is possible to make it work in ALL browsers?

they can't work in all browsers if they're not coded to function that specific line of CSS. For most browsers, they work i'm guessing.
