There's no point in talking about cross browser issues before having a valid markup! Read http://validator.w3.org/docs/help.html#validation_basics

First and foremost, you need to have a valid DOCTYPE (http://www.alistapart.com/articles/doctype) at the top and I'd recommend you to use
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN" "http://www.w3.org/TR/html4/strict.dtd">

And don't use tables for layout, which is very stupid (http://www.hotdesign.com/seybold/)! Tables are for displaying tabular data. Take a look at http://bonrouge.com/2c-hf-fixed.php to see the making of a good a 2 column layout using CSS.

At the end, your document should be valid(according to w3-validator (http://validator.w3.org)), and also try to make your document semantic (http://boagworld.com/technology/semantic-code-what-why-how), which will reduce the compatibility issues considerably.

Good luck!
