What kind of games ... or what game in particular?
Graphic games, interactive, online, role-playing?
Describe in more detail, because the answer would be different for each of those.

If you are wanting to make money from the games, Flash is probably your best bet. They are the easiest for small developers to monetize (like with Mochi), and there are a pile of tutorials and free engines you can use (search Google).

First of all, choose your type of format.

-Text Based
-Flash based
-Java based

After that we can choose what programming language or program would work best for you. Once you have that, you need to figure out what genre you want to do,

-1st Person Shooter
-3rd Person Shooter

and so on.
