When i look it has about 10 px of extra padding or margin making the white background hover effect thrown off. I have started trying to do display:inline. On certain elements and have had no luck. Any help would be appreciated.

Are you trying to achieve the display in IE6 similar to the current one in FF?
If so, the first thing you need to consider is to cure the divitis in your code (http://csscreator.com/?q=divitis), specifically
<div id="menuPrimary">
<div class="menu">. I don't see any purpose for these two divs.

After that, try the following changes

#mainMenu {/*layout.css (line 146)*/
background:#CFC7C5 none repeat scroll 0;
height:35px;
position:relative;
width:680px;
z-index:5000;
}
.menu_v{
position: absolute;
/*float: left;*/
bottom:-1px;
left:0;
list-style: none;
padding: 0px;
margin: 0px 0px 0px 5px;
z-index: 1000;
}
.menu_v li.top_level a.top_level{
font-size:9pt;
font-weight: bold;
color: #ffffff;
font-family: Arial, Helvetica, sans-serif;
z-index: 10000;
padding:0 5px;
line-height:25px;
display:block;
margin:0;
}

Could you post another link of your page after the above changes?

Add
* {
margin:0;
padding:0;
} into your css
