Is there some external program or script that would enable my clients to edit certain parts of their websites, like the news page etc. without having to play around with the actual site? I'm using dreamweaver btw

No way really with out them opening source. Copying and pasting into files and recreating there own versions. But the next time they load your site its going to serve the exact same thing. It might be possible for a serious developer to come up with something. I mean look what firebug can do with a website client side. You might be able to come up with something using javascript as well that lets a user manipulate his page. Then whatever changes he makes could be stored in cookies that would be loaded each time he accesses his page. You could also develop your own browser add ons that do it for you. Similar to firebug. You could use pretty much any application development environment to come up with something. You could use something like Winbinder and do it in PHP it has its own built in browser and could do it with that. There's many options open to you, but each will involve some serious programming on your part. I doubt very much that you will find some ready made script that will do it. How's it going to know how your site works.

However I would ignore all these options and allow the users to play around with the actual site. Personally think it would be much easier to develop that way, something like a CMS. Just give them limited options.
