1) Project Details: (be as specific as possible):

I’m the webmaster for a non-profit corporation that helps low-income families attain home ownership. The corporation basically builds subdivisions in select areas of the city where these families will live. I have created a rough example map in Adobe Illustrator that shows what I have in mind:

I can draw the map and you can use it for the flash/css/javascript or whatever.

I don’t want to use Google Maps because the satellite imagery is not updated for the region and the non-aerial version shows too much detail. We just wanted the basic area of the region to be shown in an illustration format (just the most basic streets and landmarks, not all the backroads, etc) so people have a good idea of where the subdivisions are located in promiximity to each other.

What I want to do is the following:
-Ability to easily add additional subdivisions in the future (XML?)
-When a subdivision marker is clicked, a “pop up balloon” shall appear that -shows more information about that subdivision (like shown in example)
-Ability to pan around the city region
-Ability to increase/decrease level of detail of the map by zooming (This is the heart of the map…I want to increase/decrease number of streets shown depending on level of zoom)
-Somewhere off the map, there should be a "LEGEND" where people can click a subdivision name and it will pop up the appropriate marker on the map to show them where this subdivision is located.
-Scalable for future customizations/modifications

I want to keep it simple, yet effective. We plan to load this map on our webpage so people can learn where our neighborhoods are located.

I have a few questions about the project, but I am interested.

1) Will the main map area stay the same? By this I mean will the map ever enlarge? If so how much/often?

2) How scalable for future modifications?

3) If it is Flash, do you prefer AS2 or AS3, or does it matter?

PS: I may be moving to Houston, hows the weather?
