Hello, i'm new here. I have some HTML experience. I just started my computer as a Internet Information Services (ISS) and got a domain number to cover up my ip address through no-ip.com. I successfully have my computer running as a Web Server and I have my first index.html excel speardsheet database display over the web. Now I need to learn away to password protect my website HTML style. I'm trying to do this without having to pay for any service. I'm running this only temporary so that I can show my project and sell my idea. So how can I HTML coding and password protected website?

No. You can use JavaScript (JS is not safe) or PHP to do that, and you can find plenty tutorials on that.
The easiest way would be htaccess password protection. You can read about it here (http://htmlite.com/HTAintro.php).
