when starting a new website what should be in mind ?
is PHP and javascript needed ? should i learn those 2 languages?
what about compatibility with different OS's and browsers?
what are some good links to learn how to make sites compatible with browsers (css wise) ?
what exactly is a IE hack and how do i go about doing that?
also when i see in source code for sites where it says /IF IE version .../ and then some code is that CSS or some other language?

I would first start by identifying the functional requirements of the site. If you don't need dynamic content, then perhaps you don't need server-side scripting or a database and you don't need to worry about it. Likewise, if your site is fairly simple, it's possible that you will run into few or no cross-browser issues or have a need for IE hacks.

Based on your functional requirements, I would then move on to investigating what technologies are needed to achieve those requirements.
