have you tried making a layer with that pattern on, then dropping the opacity levels down and adding it over the original image? just a thought

Do you have Photoshop? If so, making a custom pattern is quite easy.

In CS2:

Ctrl N (new document) 4 x 4 pixels, transparent background
Press Ctrl+ until you're at 1600% zoom
Press D for the default colors
Select the Pencil (B) tool, and set for 1px
Draw one pixel in the lower left and another in the upper right, then connect the two to create a diagonal pattern
Click the Edit menu and select "Define Pattern..."
Call it "Diagonal" or whatever you like

Now load a photo and create a new, empty layer above it. Go to your Edit menu and select Fill. Under Contents choose Pattern, then find your new pattern (it will be the last one). Click OK.

what I would do: open pain and make the patter on a white background using black lines...then import it into Photoshop or whatever you use to make your images and put it in a layer above your actual picture. Then I would put the alpha of the image you made and put over the actual picture to about 30-50% (so like 30-50% transparent, so that you can actually see through the black lines too).

That pattern is called a halftone screen. Halftone patterns can be dots, ellipse shapes, or lines.
