I have a functional web site written in PHP/MySql. I want to change the look and feel of the site. I know VERY LITTLE PHP and I'm poor as a church mouse right now. Is there any proggy that I can use to bring up and modify the site without losing the fuctionalty? Like a WYSIWYG for PHP/MySql?

No, there are no WYSIWYG editors for PHP/mysql

I am not aware of any WYSIWYG editor that produces or operates on the underlying PHP code, mainly because PHP is a programming language and it only outputs HTML/CSS/Javascript to a browser. What it outputs and where it outputs it determines what a page looks like. If such an editor existed, it would only be able to operate on strict code that it had produced as there are countless ways to code any effect and a general purpose editor that could "learn" the coding technique that the programmer used, would be unrealistic.

A PHP file will either have "static" in line or echo'ed HTML/CSS/Javascript content or it will "dynamically" generate and echo HTML/CSS/Javascript content, usually based on information from a database, or from the current visitor's session... In either case, statically or dynamically generated, the HTML/CSS/Javascript is present and visible in the file. PHP does not have a bunch of functions that you call that produce HTML/CSS/Javascript "code" for you.

If you know HTML/CSS/Javascript and you only want to arrange or change the appearance of the elements on your web site, you should be able to identify the sections of code responsible for each element and modify the HTML/CSS/Javascript that is already present to achieve your results.

Thank you. I'll play around with it and see what I can do. If I can't get the desired results I'll farm it out to someone here prior to going live with my updated site.
