Enabling touchpad scroll functions

I guess most of you guys are familiar with the touchpad every laptop has, that does the function of a mouse. As you migth know, most of those pads, have an area that will do the function of a mouse's scroll wheel.

The problem is that when there are multiple users logged in, and any of them logs out, all the other users lose the scroll function.

Wondering if anyone migth know a way to prevent that from happening, or at least how to re-enable it.

Depends on the drivers being used. My laptop Compaq Presario used the synaptic touch pad drivers. With them installed the scroll part of the touchpad wouldn't work. I uninstalled those drivers and it started working again for all users, administrator and my personal account.

So I guess what's happening is that the user who disconnects is also unloading the drivers
I found a temporary solution, I just log off any other user, and then log it back in, then the rest of the users have that function again. I don't suppose there is a way to reload the drivers without having to log back in.
BTW forgot to mention, that happens on Windows only.

Logon with the main administrative account and install the drivers for the touchpad.

Wait, I think you lost me there. What do you mean installing the drivers?
I'm logged as an admin, so no problem there.

Are you recommending me to check the drivers I have, uninstall them, and install some other drivers?

I think you may have gotten confused by what I said in the beginning. I said WITHOUT the drivers my scroll thing works on my touch pad but you haven't even told us what type of system you are using so it may not work for you. Basically what I'm saying is the lack of the drivers make the scrollpad work for me. It seems that because you have the drivers installed its not working for you. Uninstall your drivers and see what happens. Just be sure you have a backup of your drivers. Most manufacturer websites carry drivers for their systems.

Oh, I get you.
The scroll function is working for me, the problem only happens when there are multiple users logged in, and one of them decides to log out.

But maybe uninstalling the drivers will fix the problem. So I guess my next step would be to see if the scroll still works without the drivers, and if it does, will try to reproduce the problem.
