using news bar within frame want to link to other frame

Hi,

I want to use the 'news bar' on www.dynamicdrive.com created by premshree@hotmail.com.
http://www.dynamicdrive.com/dynamicindex2/newsbar.htm

I think it's excellent and would appreciate using it on my personal web site.
But, can I use it within a frame and target a frame outside???

i.e. having the news bar on the top frame and once something is clicked it opens within another frame (like using the 'target=' function)

No, I did try that but his hotmail mailbox is full and my e-mail (nasos007@hotmail.com) refused to send him a message.
