I am looking for some features for my website

My budget as of right now is $300. I know coding is worth a lot but I figure it never hurts to try.

I need it so users have their own profiles like xeroh.com/tomscott or xeroh.com/motocrossripper.

I need users to be able to upload their latest race results

I need it so they can add other riders to their friends list, leave comments, upload pictures.

I already have VB forums and I would appreciate it ahead of time guys.
