How Does "?" work?

I am so confused! I'll be on a site and glance at the url. I'll see stuff like "http://www.somesite.com/whatever/whatever.htm?&=whatever/dude&guy="
what the heck does that mean and how do I make "?" stuff?

It's just passing parameters to the file. Normally used for server side eg. PHP, but can be done on html files with Javascript.

The stuff after the question mark is commonly refered to as the query string in the URL.
