Question Table <td>s "Breaking" at Lower Resolution

Hello all,
I am doing a re-design/fix on a website.
The main problem is, the top table (the one with the oval logo and the " Goodwill
Industries of silicon valley exists..." text) "breaks" when viewed at say, 800 x 600. The logo is in one table data cell, and the text is in another.
Before anyone says "use css for a tableless page", just want to point out that I inherited this, MANY pages wuld have to be re-written, and time is pretty much of the essence. I fixed a lot of what was wrong with the pages, but I am sure I am overlooking something really simple here.
If anyone would care to take a look at it, I sure would appreciate it.

Also, I am having some trouble grasping the concept as to how to center an unordered list set to display inline. It is serving as the menu at the very bottom of the page.

oh, its like 3px wide and 105px in height.
