perl/cgi vs php

any benefits of using perl/cgi over php?

im trying to create a comp hardware website like tomshardware and anandtech; seems lik they use perl/cgi also; im havingtrouble in php createing the reviews to span mulitple pages; wold it be possible with perl/cgi to add 1 review in a database then have perl/cgi cut it up into diff pages? like this...

www.mysite.com/showdoc.html?iarticle=1709&page=2
