usually Opera and almost always FF are following standards and are compliant... IE is displaying things incorrectally, even if it achieves the desired effect...

margin + padding + width gives greater width. Remember that. Setting your div with class featured to 160px in width fixes your FF problem. Not to sure how it looks in IE with that adjustment. One more thing judging by your title, if your site looks okay in IE but not FF then you are doing something wrong. FF shows you exaxtly what you code for the most part where as IE shows you what it thinks it wants you to see.
I'm not getting that issue in IE, however you might want to set a background color to your page since not everyones default background color is white. Mine isn't.
