I'm trying to build a webpage with javascript, which is hard enough to do, especially since I'm weak at web design. What's better about making css files?

css and javascript perform two different functions, you can't really compare them.

I agree, Javascript is for enchancing your website where as CSS is for the layout of all of your website. They are completly different.
