Need Help in ASP... Will Pay for Help

I am not programming savvy and need someone who could write this code for me. I can pay for this, I guess it would take only 1-2 hrs for someone who is experienced.

I have a registration page for a symposium, I have created this HTML page already (see attachment) with the FILE UPLOAD button. I need the user information from this page saved into an ACCESS database, including the uploaded file. The user will be submitting a paper or an abstract for a symposium. Also, each user must be given a REGISTRATION NUMBER (autonumber), which will be displayed on a separate html page. The message should say something like this "Thanks for submitting your paper. Your registration number is: XYZ". My server supports ASP, no frontpage extensions are supported.
