upgrade

PLEASE forgive me if this is posted in the wronfg forum, I'm sorry, I was not sure where to post it. My question:
I have Windows 95 andd am wondering if it would be okay OR helpful to upgrade. I am unsure of my question myself except to say I was trying to download a free vesion of a photo album to try and I couldn't support it, HENCE, it brought me to a page which has the following-

I've a machine running 95 and it's limited compared to a 98+ machine which is in turn limited compared to XP. As 95 goes I've found there's problems signing up with some ISP's as Internet connection wizard doesn't operate on 95. To install 98 for example on a 95 machine you need to reformat though unless you have an edition specified as Upgrade.
