I can't decide if this page temple for a web site I am developing is ugly or has some promise. My partner hates it, Let me know if you like it or not.

Possibilities

It has potential; I think it looks quite good, but I don't have a "design eye", so I'm not to sure about the yellow-blue combo.
On a different note: the rather intricate and completely enclosing border will probably pose considerable restrictions on the pages it will be applied to, and implementation could prove... challenging. The room available for the menu seems rather cramped, and the large white area in the middle is in desperate need of some adornment, but then again, maybe you haven't come that far yet.

I agree

I am stuck with the colors, since they are the colors of the company logo(the colors suck). The space for navigation is cramped, but I am working on a design to improve that, I don't need much space since most of the page links will be in popup menus, and they will come off the side, if i keep the design. I have some other ideas for the design that are simpler, but who wants simple when you can make something hard .
The page wont be restricted, because the image will be cut up and put into tables. One section a couple of pixles thick, will be set to tile as a background image, allowing the page to expand downward without any trouble
