Programming of Scripting?

If I want to ID each user so that certain options can "appear" or "not appear" for them, is that Programming or Scripting? And what exactly would doing something like that entail?

What difference is there for you between programming and scripting?!

In Perl I think you need this:
  • a page where they can register
  • (a page to login OPTIONAL, could be mainpage too)
  • a database with the users (or a dir with files, or a flat-file)
  • quiet a lot of scripting technique

I could be forgetting some right now because I'm about to go to bed, it's 23:01 (11:01 PM) in my timezone.
