even though I have meta tags in my php code, but utf8 doesn't display!

Hi

I installed php434 recently. My problem is that my previous pages that used to work perfectly do not function like b4. I have the meta tag in my HTML code for utf8 encoding, but when I preview my page in the browser, I see that the encoding is not utf8 and I have to right click in my browser and set it to utf8 manually. I also tried a HTML page (not php) and I saw I'm having the same problem in it when I run it under my web server (apache), so, what's the problem, is it with php or apache?
