ASP or ActiveX Document?

I am busy trying to develop an application which must be both available on CD and online. I have two options of doing this at the minute:

1) Create an asp page which talks to an ActiveX Dll for the online version and create a VB front end which talks to the Dll for the CD version

or

2) Create an ActiveX Document which refereneces the Dll and can be used for both packages

I'm new to both of these areas and would appreciate any advice on which is the preferred method and why.
