Problem in dropdown menu

I have 2 frames on a page.
The page that views in top frame remains the same while the page in botom frame keeps on changing.
The top frame has a dropdown menu bar. Problem occurs when the menu is clicked. As the menu unrolls it hides behind the bottom frame rather than showing over it.
Is there any property that has to be set or whatelse can be done for it.

Are we talking about a javascript (dhtml) menu or a html <select> menu? As far as I know for htlm <select> menus this doesn't happen so I assume you mean the js menu?
