Forget about “site builder” tools. A tool can only be as good and effective as the person using it. Also, these “site builders” are for simple static sites but you have some dynamic things going on there, like a blog, for example.
What you need is a content management system (CMS) of which there are quite a few. You can compare some of the free ones on http://www.opensourcecms.com/
. I’ve made good experience with CMS Made Simple which is pretty modular; you manage pages and there is a blog module or a calendar module you can install and a form builder module that lets you create forms easily to send you e-mails or whatever.
About web hosting in India you would probably be better off doing an internet search to compare local companies. You need a plan that supports PHP 5.3+ and MySQL (database), and allows htaccess configuration.
