HTML 5 IS HTML. Something can't be better than itself.
Now if you were comparing HTML 5 to a different version of HTML (eg. 4) then you can say that it is better because it contains additional useful form fields, video and audio without flash and a few other similar things.
You can also say that HTML 5 is worse than HTML 4 because it contains <embed> which is only necessary for Netscape 4 - long dead, <iframe> which is only necessary for IE6 - recently dead - and a variety of other things that were replaced by a better way some time ago and which all modern browsers now support.
You might also argue that HTML 5 is worse than HTML 2 because it is not being developed in accordance with the standards that apply for the development of markup languages. If the people developing it are ignoring the standards developed for developing such things then how could it possibly be 'better' than an actual standard that was developed in accordance with the standards.
