Help: font size decreases gradually in IE9 in 1 of the PCs

have 2 64-bit PCs, both ie9, same build number.

1 displays my webpage fine, the other not.

index.html has frames,
you can see the right side frame has trouble to display the fonts.

if i just display the right frame, then it's fine.

what could be the problem pls ?

Someone messed with the "zoom" settings on that particular PC?
Make the "zoom" 100% (or normal).

EDIT:
I guess the OP deleted their own message ... must have figured it out.
