Exclamation Apple developer question

If you sign up to become a developer, Are you expected to make apps to keep your account? I'm looking to sign up for the free one for now, and once i know i can make something, I'll upgrade to the standard version. So, can i just sign up and get the developer's license and not really do anything any time soon? Maybe 6 months, a year or 2 years even( Just saying..probably won't be more than 6 months to a year but just in case. [I have a busy work schedule])

The reason, why I'm worried, is that I've watched many full tutorials from bucky, while i understand all the material he teaches, i have no clue how to transform it or use that material to build a full website, or app. (I know I'm an id**t.) So, I want to know if i can just sign up and keep it until I'm ready (I haven't watched the iPhone and objective C tuts yet. Will be starting this week)

Also, What are the requirements to getting approved? From my understanding there is some paperwork that needs to be done? is that correct? Do i have to renew the license every year? or once you get it, you're good to go forever?
