Looking for a sorting script

I don't know if this is in the right forum but I'll try.

I'm looking for a script where members can register and submit videos (from Youtube and other similar websites) and add different criterias to the video (sort of like tags) and submit it to the admins for moderation in an admin panel. When the video has been approved, it will show up on the website with information about who submitted the video and which category it belongs to. I'm also looking for a script where said tags can be sorted into different categories for example 'Recipes' then a list of different recipes will be shown or other tags such as 'Food' and all the videos from the 'Recipes' tag will be shown.

Is there a script like this somewhere?
