Intermittent Error Lost connection to MySQL server at 'reading initial communication

Sometimes when we try to access our website we intermittently get the following error message "Lost connection to MySQL server at 'reading initial communication packet', system error: 110". We have our mysql max server connections set too 10000, Other then that I don't know what setting to change. I cant get any error message to come up in mysql.log and unfortunately it takes our site down enough to where its very noticeable but still impossible for me to fix because its intermittent.
