Why would you give the person you are paying to do SEO access to directly update your site? Their job is to advise you on how to rework the content of the page, not to stuff around with what you are paying the web designer to do.
SEO and web design are two completely different but complementary tasks and few people would do both well so unless you are going to do one of them yourself you would employ two separate people to do them.
After all if your car broke down and you needed to use a taxi to get to where yo needed to go would you also employ the taxi driver to fix your car? Of course not.
Only if you are doing both the SEO and web design yourself does an SEO person need to know HTML since that is a part of the web design job that they are also doing.
