Can you make a recommendation on what to use?

I've been tasked to create some digital signage displays. Basically think a large LCD TV that displays info. It would be broken up into sections to display current project news, a scrolling ticker, a streaming video from the internet, and another area would play video that is on a continuous loop.

I got stuck with this assignment because I happen to have a little bit of html knowledge and I can get by using Dreamweaver. I don't mind searching through google and learning but I'm not exactly sure what I should be searching for.

I guess my question is:

I heard frames are bad, bad, bad. So instead, what should I be using to position this content? It would be 4-5 "windows" displaying their respective info-panes.

Hmm, maybe I answered my own question. Feels like using CSS allows me to set content into different areas. Hopefully this will work and is the correct approach.

Yes, I think CSS code could be used to display separate planes of information, as long as you have whatever you're linking to in the proper size, or else, with several different things on one page, you could find yourself with a whole bunch of overlapping issues. By the way, a downloaded-by-you then uploaded-by-you video would probably be much easier to conform to what you need than a streamed video. Frames are kind of awful, but if you absolutely need this live streamed idea, then you could implement them. Preferably no more than one or two per page, because it's hard enough to get them to work properly in the first place.
