Digital Signage Software? Coding?

I have been tasked to create some digital signage on two 55" displays. I already have the LCD's and two computers running Win 7. My question is:

What should I do to display the content? I know they want static information (welcome to the project, info about the project, etc) but management has also mentioned about adding streaming video, updated weather, to the screen in the future.

Can I do all of this in html? I was going to use Chrome on the client machines in Kiosk mode. (I'm not an expert but I can get by in Dreamweaver) We were looking not to spend anything on doing this. Should I try and use a different means of displaying the content?
