Video Editing

I have an interesting project that I'm looking at undertaking. I'm a race director for running and triathlons and we always video tape the finish line, mostly as a backup to the timing system; but now I would like to offer participants a snippet of their finish.

What I would like to do is upload a 1 hour video, where a participants enters their race number and then it returns a video containing 5 seconds before and 5 second after their finish time. I would be able to find the spot in the video based on their finish time.

How would I create that video via server side, and return to the user either an mp4 or avi?

Any ideas where to start?

While there is almost certainly a way to do it (youtube offers all sorts of editing afterall) I'm going to be as frank as I can and say that finding that sort of knowledge here is probably not going to happen.

What I would suggest is that you manually edit the video and then upload it for your users to download. Either that, or you find some video editing code (look in the snippets forum - you may get lucky) and then input each contestants line crossing time and let the code do its thing (though if you have to watch it to get each persons time you might as well edit it manually).
