Paypal IPN User Log In setup

1) Project Details: Hired someone off of Freelancer, needless to say they did a shooty job. What I'm trying to do is simple sell access to 1 single webpage for $3.99 per month using Paypal as my payment processor.

I'm hoping someone could sift through the Php files the last coder left me and string together a working version.

The last coder setup a very basic sign up / user log in system using Paypal's IPN or Instant Payment Notification. I thought it worked. I asked the guy to make me an admin where I could disable users who have canceled their subscriptions. I got the lamest admin ever. I don't even know what he did.

Also I would need this done as secure as possible, I have feeling this past programmer may want to sabotage my site for leaving negative however honest feed back.
