Chrome Weird Problem!

Hi,

For some reason when I double click Chrome shortcut chrome does not launch anymore. In task manager I see chrome.exe appear and instantly disappear (like after 1 sec). So I tried to uninstall and re install chrome but problem persists.

However if I restart PC (maybe 2 times in a row) sometimes chrome launches yet if I then turn pc off it won't launch again.

For instance today PC was off, as I turned it on and clicked on Chrome in search box of Start menu chrome launched and 2 shortcuts magically appeared (as if installation was just completed now) 1 on desktop 1 in quicklaunch.

Anyone knows what's going on?

I tried using Advanced System Care to uninstall chrome (it does powerful scan to remove registry entries, etc). I tried Control Panel uninstall tool too... I tried creating a new user account (another admin) but on it still chrome does not launch.
