Auto scrolling bar...

A friend asked me if this was possible, because he had seen something similar on another site. Basically, the site had a scrolling bar that whenever someone put the mouse over it, it would automatically scroll down/up. How can I do the same thing? I've been aware of ways to change the scrolling bar's color, like this site does, but I never heard of an auto scrolling bar.
