Welcome Bar; Image/Media changer?... Help!

I'm looking for special coding; not sure if its CSS or javascript. I'm a beginners level for web designing and I can't find anything that I'm looking for.

1. I'm looking for a welcoming bar above my page that shows some text and give out a button that links somewhere I wanted. I want it to stay there and changes to different messages each time you refresh or switch pages.

2. GameStop has this opening code where it has a huge image on the left that's linked and 4 images to the right which changes the images and its linked location. I want something like that along the lines.. I need one that links by images and links by via media such as youtube; twitch.tv, etc...


If anyone can help me get to the right direction that be awesome. Thanks
