Basically I need a website script similar to www.theladbible.com

I need a script where me the admin can add new posts and users can comment on the "note they cannot start new new posts".

I cant afford to pay you but in exchange I will advertise your site on mine. I will be getting a lot of traffic as one of my facebook groups alone has over active 40,000 members.
