Websites don't work locally

I'm not a web developer. I have made a website once before via a template and I am attempting to make another.

I have been browsing websites and have found some that are available for use as long as credit isn't removed from the coding.

I keep coming across the same problem (same thing that was driving me crazy last time I tried making a website).

When I save the website on my computer, it saves an html file and a folder with website content. The background image slider does not work when I open the local index html file. In fact the background images aren't anywhere in the folder that contains the sites content.

This happens numerous times (not just with one website)

What do I do? Why does that happen?

Are you viewing the document via "file:///" protocol, or "http://" protocol?
