Exclamation Cannot print at all if one of the ink tanks is empty.

As I seldom print color, I do not want to be compelled to keep the color tanks full. Does anybody know of a fix or is there a printer that weill let me print Black and white when the color tanks are empty.

All the printers I have seen will try to print regardless of which inks are empty. It appears that you have one of the few printers where that is not the case.
